The work permit is a special document required for foreigners working in Russia.

Without it a foreign national cannot legally work in Russia. How to obtain a work permit?

Currently, there are two procedures to obtain a work permit:

  • Standard procedure
  • Simplified procedure for highly qualified specialists.

Standard procedure

A work permit can be obtained by submitting the required documents to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia, previously the Federal Migration Service (hereinafter GUVM). The work permit is valid for 1 year, and the application process takes 3 to 3.5 months.

How to obtain a work permit through the standard procedure?

There are several stages to the work permit application procedure:

1. Obtaining approval from the employment center on hiring a foreign employee

The employer should submit an application to the respective employment agency, which adopts a decision within thirty days.

2. Applying to the GUVM for a company permit

For the employer to obtain a permit (the so-called IRS) an application need to be submitted to GUVM with the required documents and a fee paid of RUB 10,000 (about EUR 150).

3. Applying for an individual work permit

To obtain an individual work permit the required documents should be submitted and a fee paid of RUB 3,500 (about EUR 50). The work permit is issued within 10 working days after filing the application and all required documents.

What documents are required to obtain a work permit?

The approximate list of documents is as follows:

  • Notarized copy of the OGRN and INN certificates (certificates on company registration);
  • Receipt of payment of state fee (for the IRS permit and individual work permit);
  • Translated and notarized copy of the passport;
  • Two 3*4, color, matt photos;
  • Medical insurance policy valid in Russia (original) and proof of payment;
  • Medical certificate;
  • Certificate of education (you should first get an apostille in the country issuing the certificate, and then obtain a notarized translation into Russian);
  • Certificate of knowledge of the Russian language, history and legal norms (can be provided within 30 days after receipt of the work permit. This is obtained via a test taken at a specialized testing center: 5 tests on the Russian language, one on history, and one on basic legislative principles. The certificate is normally issued within 10 days after the test, and it costs about RUB 5,000 (about EUR 70).

Procedure for highly qualified specialists

There is a simplified procedure for issuing work permits to foreign nationals who are highly qualified experts (hereinafter HQS). A HQS is a foreign national who has experience, skills or achievements in a particular field. The basic condition for attracting employees as HQS is the salary: before tax it should be no less than RUB 167,000 a month (about EUR 2400). The employers report quarterly on the salary of HQS.

  • Preparation and obtaining of documents within a month;
  • Validity up to 3 years;
  • Tax on personal income 13%;
  • No need to present a medical certificate or higher education degree certificate.

What is the procedure for obtaining a work permit for HQS?

The procedure for obtaining a work permit for HQS involves the submission of certain documents to GUVM. The decision to issue a work permit is taken within 14 working days from the date of receipt of the documents.

What documents should be submitted to obtain a work permit under the simplified procedure for HQS?

The approximate list of documents is as follows:
